Position: Program Manager
Location:  Woodland, CA
Hours: Full Time, 40 hours per week
Compensation: $80,000 - $100,000 annually, depending on experience

Job Summary:
The primary role of the Program Manager is to work with the Treatment and Compliance Directors, organization staff, and the Executive Director to maintain program excellence, licensure, and accreditation through the development of a viable interdisciplinary team/partnership. Receives directions from the Treatment Director.

Required Skills & Qualifications:
  • Understands and works to meet and exceed the needs of participants.
  • Understands program goals for customer satisfaction and strives to meet and exceed these goals.
  • Facilitates a strategic plan and vision for the program that incorporates the strategic goals of the program.
  • Represents the program in meetings with internal and external customers and professional associations; leads weekly staff meetings.
  • Works with the leadership team to track data and record information required for licensure and to complete a program evaluation report for regulatory/accreditation compliance.
  • Works with the leadership team to ensure that all policies and procedures are reviewed in a timely manner and are in compliance with regulatory and accreditation standards.
  • Works with the leadership team to implement operational changes necessary to ensure ongoing compliance with regulatory and accreditation standards; supervises staff to maintain an atmosphere of regulatory readiness at all times.
  • Works with the leadership team to ensure maximum capacity is maintained and proper billing for participants; completes reports for contract compliance.
  • Communicates organizational and program-level information to staff; aids staff in professional development and job performance success.
  • Facilitates the development of trusting relationships and partnerships with participants, staff, and contractors; provides information that facilitates program and policy decisions.
  • Promotes an environment that facilitates innovation, creative solutions, and empowerment.
  • Ensure that decisions involve those who perform and are affected by the work.
  • Fosters teamwork and organizational structures to improve communication and simplify the organization.
  • Ensures all participants are entered in the Homeless Management Information System (HMIS) and monitors reports on data quality issues.
  • Demonstrates competency in leadership skills, work, and service.
  • Serves as primary operations/staff supervisor, coach, mentor, and positive role model.
  • Holds self and others accountable to the highest standards.
  • Manages the program in accordance with state and federal law.
  • Deliver honest and professional communication.
  • Consistently contributes to a safe and positive work environment.
  • Maintain regular attendance and timeliness.
  • Perform additional job duties that may be required to meet the needs of the program and or the department ensuring compliance & adequate services.

Qualifications:

Experience/Education:
  • Experience consisting of two (2) years management experience in healthcare or related field OR five (5) years of providing direct substance abuse counseling services.
  • AOD Counselor certification recognized by DHCS.
  • High School diploma or GED.
  • Experience with a rehabilitation center and a minimum of eight (8) years practical, clinical experience preferred.

Knowledge of:
  • Budgeting principles and basic Human Resource functions.
  • Offender populations, criminal subcultures, and cultural differences.
  • Substance abuse assessment tools, therapeutic community concepts, cognitive behavioral treatment, ASAM dimensions, and co-occurring disorders.

Ability to:
  • Communicate effectively both verbally and in writing.
  • Encompass strong adherence to counseling Code of Ethics/Conduct.
  • Apply facility philosophy, principles and technology.
  • Demonstrate continuous personal development and improvement in each of the essential functions.
  • Build and lead cohesive, successful team(s).
  • Exude exemplary customer service skills.
  • Manage, monitor, assess, evaluate and resolve community conflict issues.
  • Supervise program activities with participants and staff.
  • Maintain the highest standards of confidentiality.
  • Follow policy and adhere to procedures.

Special Requirements:
  • Must possess a current and valid California driver’s license, including a driving record acceptable to F&H insurance company.
  • Must pass criminal background screening.
  • Must meet minimum requirements to access and use program data entry systems.
  • Completion of pre-employment drug screening and post‐employment drug or alcohol tests upon reasonable suspicion of use.
  • Must be insurable by F&H insurance carriers.
  • Available for call‐back to the program as needed.
  • Proof of legal right to work in the United States.
  • T.B. clearance from a medical professional.
  • Must be able to support a flexible schedule, including evenings, nights, and weekends.
  • Current CPR/First Aid Certification.
